The vertex sits at the centre of the protractor and the first arm on zero: that is how you measure, and the second arm points at 124°. 124° is an obtuse angle — larger than a right angle but smaller than a straight one. The length of the arms is irrelevant: an angle measures the turn between them, not how far they reach.
